2. Introduction

Produktivitate.lv is the training program of the Latvian Chamber of Commerce and Industry (LCCI), which aims to achieve significant productivity increase of Latvian companies. The programme consortium: Latvian Chamber of Commerce and Industry, Latvian Investment and Development Agency. The programme is co-financed by the European Social Fund. Duration – 3 years. Over 80 cooperation partners (mainly training companies). Topics of certified courses: lean management, management skills, market development, communication processes etc.

3. Regional extent

Project has a national scale.

4. Goals

The best practice was mainly targeted to benefit Latvian SMEs. They were intended to benefit from the action in the following ways:

  • To gain theoretical knowledge with role plays and practical exercises conducted by professional trainers;
  • Receive feedback and recommendations from professionals from different fields;
  • Get recognition (certificates) after the study course.

5. Action Plan

In order to start a project of such a big scale, was required several years work prior to the start of the project (preparation of the concept, training programmes, lobby on the government level in Latvia and in Brussels). Second step was preparation of the technical proposal (total budget 2.5 mil. EUR). Third – complex procedure of tendering, selection of best course offers and starting to run a lot of courses simultaneously.

6. Implementation and realisation

The idea was brought forward, initiated and worked out by the Latvian Chamber of Commerce and Industry (LCCI). Finances were received and evaluation of the project proposal was conducted by the Latvian Investment and Development Agency.

7. Results and benefits

Project finances are almost exhausted. 95% of courses conducted and programme is coming to conclusion. Were certified 1500 employees from 150 Latvian companies.

8. Main hurdles and their solutions

Main problems were related to a large interest from companies’ side, which wanted to study and limited number of available seats. Priority was given to member companies of LCCI.

9. Replicability or Repeatability

Similar projects are administrated via other business supporting organisations in Latvia but topics of trainings differ from produktivitate.lv. After the end of the project, LCCI is looking for opportunities to continue the programme using other finances available from the European funds.

10. Conclusions

It was the first educational project of such scale organized by LCCI. It is really successful and we see big interest from target group and are planning to look for more opportunities to organize similar projects in the near future.
