2. Introduction

Zemgale Region Human Resource and Competences Development Centre every unemployed person registered in State Employment agency or jobseeker can receive free consultations and improve their professional competence in one of 57 education programs of: Languages; Computers; Business; Social and individual initiative skills. English, German, Russian, French and Latvian language skills will be useful in any profession. And computer skills are an integral part of everyday life.

Engineering science field is not imaginable without the latest technologies in production processes. This requires knowledge of computer graphics and computer numerically controlled machine programming. Starting a business requires knowledge in preparing project applications and project management, starting and developing micro businesses, business basics, documentation and tax legislation. Communication and presentation skills will give confidence about your abilities during job interviews and proving yourself in the new workplace.

The best practice was mainly targeted to benefit unemployed in the Zemgale region (Latvia).  They were intended to benefit from the action in the following ways:

  • To participate in educational programs to raise their qualifications;
  • To receive qualifications, which would help them faster and easier to find a job. 

5. Action Plan

With support of Jelgava Municipality and European funds the support programme for unemployed was started several years ago by building a modern fully-equipped educational centre in Jelgava city, where each day are conducted courses for unemployed.  

6. Implementation and realisation

The idea was brought up, initiated and implemented by education professionals  from Zemgale region and Jelgava City Municipality. 

7. Results and benefits

Tens of courses conducted for hundreds of unemployed in Zemgale region who later on were able to find a new job. 

8. Main hurdles and their solutions

Demotivation to study again for unemployed, who were without a job for over a year.

Solution – constant promotion, individual consultations and mentoring. 

9. Replicability or Repeatability

Similar practices are implemented in other regions of Latvia as well. Zemgale Region Human Resource and Competences Development Centre sees the need in this programme and is planning to continue it further.
